I covered two cardboard mannequin forms I had with paper. The small one is covered in music from Handel's Messiah, purchased
for $1 at a library sale in D.C. a couple of years ago. The big one is
covered in street atlases of Metro Boston, purchased from a thrift store
around the same time.
I used Mod Podge Matte glue to cover these two forms. It can be used as both an adhesive and as a finish. It works well, although it dries very quickly.
